During his 2012 re-election campaign, President Obama promisesd to 'shake up' higher education with a postsecondary institution rating system (PIRS). As originally planned, by September of this year, as high school students returned to their clanging lockers, the U.S. Department of Education (ED) would be rolling out a new college rating system that would ultimately, radically change the system of disbursing federal student financial aid.

However, amid strong opposition even among supporters of the administration, the President has retreated from his original vision of rating institutions. Instead, ED will be releasing a "college ratings tool" which will disclose new data on institutions, but not rate them. Uncertainty once again clouds the ultimate features of this "college ratings tool" as it will be published in its final form without prior notice and comment under the Administrative Procedures Act.  It is expected, however, that the tool will disclose data on all degree-granting institutions (for-profit, public, and not for profit) in the United States on the basis of outcomes, affordability and access.
